It depends on the club, I guess. I'm 20 and I've been in 21+ clubs, but only with special permission from the club.
Also, I was working (I'm the photographer for the band that was there that night.), so that helped, too.
Some clubs won't let me in at all, no matter what, so you should call them before you go.

The answer is in your own question. 21+ club, if your not 21 then you can't go. If they let you in at 20, why not 19, 18

As a rule I'd say no, negative , no way. If they 20 year olds in, why not teens? No dice If i owned a bar and with my experience as a bouncer says "no" just because things can get out of hand almost instantly, especially in a bar or nightclub.

It shouldn't matter if booze is there or not as long as YOU aren't consuming. I've seen people take little kids in a bar more often than I care to see.
