The UK sells ships it no longer needs or are too obsolete to invest in. These ships are still just fine for third world navies. You will find all countries do this quite regularly it helps pay for newer more capable ships. As to the nuke power the UK navy has never been into the surface nuke navy. The reason for this is the cost nuke power is very expensive especially in large surface ships as the french found out recently with the De Gaulle. So for now oil is cheaper than a nuke reactor.

Because the ships were obsolete for the missions the US Navy said they needed to fill. All air craft carriers and submarines made since the 60's are nuclear powered. Only the carriers Kennedy and Kittyhawk are in service that aren't nuclear powered, but they are old and will be decomisioned in the next 5 years or so. Nuke power allows a carrier to carry more fuel for the airplanes and then the carrier doesn't have to refuel as often.

They sold them for the same reason they sold their old submarines to Canada. For Money. Obviously our Canadian Government never saw the movie "The Flim Flam Man" Now Canada has these submarines in storage because they are almost useless, as one Officer said last year they can submerge and "ping" a fishing boat.
