depends on if it is liquid or dry weight. 8 ounces of water is a cup therfore 4ounces = 1/2 cup. 16 ounces is a pound, so 4 ounces is 1/4 cup.

For that measurement, yes.
Some food recipes are measured by weight, so it could be important to measure ounces in a different situation. But for hair color, yeah, a half-a-cup will do.
