Gotta be fish sauce. It looks like soy sauce but just a little lighter, taste and smells totally different. I think your talking about fish sauce.
At asian restaurants there is always soy sauce, fish sauce, oyster sauce, chilli sauce, salt and pepper on the table.

There are a lot of different sauces used on asian rice. Fried rice has soy sauce in it. Japanese fried rice has teriyaki sauce on it. Thai restaurants use a dark chili oil and, or a red chili oil on it. Vietnamese and Lao use a clear "vinegar, sweet" sauce that sometimes has little chili's in it, and it's called Fish sauce. Lastly, some Asian's put "duck sauce" or Hoisen sauce on their rice.

my favorite asian sauce is "ponzu" sauce. it's lighter than soy sauce and tastes more citris-y. you should try it! if you go to sushi restuarants they always have it and now it's replaced my soy sauce because it's too salty.

"Duck sauce" It's made from apricots..Yumm...my favorite.
