They currently stay in the kitchen when I'm at work. I tried the backyard after my dog sitter died, but they barked so much the neighbors called the police.

Look for doggy day-care or a dog-walker if you have to I guess, or
can you come home on lunch-break? If not..
Exercise them well first thing in the morning, are you a jogger? or play fetch in the yard, they will be more relaxed when you leave.

They will get used to the new schedule and know you are coming back soon, just be consistent with a routine so they are expecting the next event, and don't let them down. The anxiety will fade..

Crate training is a possibility too, but a lengthy process for dogs who were once used to spending a lot of time outdoors.

If it is bothering the neighbours, a dog behaviourist could help.

I would suggest you hire another person to dog sit for you while you are out. I am sure they are barking in the kitchen too when you leave them.

You say dogs, so you have more than one. WHY would you move from a large house and yard to a condo where the neighbors are closer and are going to complain more? Doesn't make much sense to me. Now you have to deal with an association and they are usually not very nice people to work with.
Good Luck. I can see a petition and order (already) for you to do something with the dogs. You are lucky tho, most condos only allow ONE dog and 30 pounds or under in weight.

NO!!! The underpants gnomes will get your dogs and take miniature bites out of them.

Or the penguin that turns on and off the light in the refrigerator will make them a nice raw hamburger/anti freeze snack.

Sorry, try shock collars. If you could afford a sitter for your dog, you can get bark collars.

P.S. You might want to hurry because my neighbors killed my dog (but that was because I ate their goldfish)

are they crate trained??? ask your vet if he knows of any pet sitting services in the area.. or you could post a wanted ad at the vet and look for a new dog sitter
