I like this boy tom but liked this other girl but she turned him down. lately i feel like he has been flirting with me and i think he might like me. i don't know what to do because i'm afraid he might still like the other girl. i want to ask him out though, but havent.

You ask him straight up, if he likes you or not. Once you find out, then it will be much easier to ask follow up questions.

Just ask him politely, and don't make the "interrogation" awkward.
