Nathan's in Coney Island are the most famous - they are even called "Nathan's Famous".
You're thinking of Grey's Papaya - there are several locations in different areas: In the Village at Sixth Avenue and 8th Street, in Chelsea, on Eighth Avenue and 23rd Street, on the Upper West Side on Broadway and 72nd and on the Upper East Side on Third Avenue and 86th Street (this one's more expensive than the others). For $3 you get two delicious hot dogs and a tropical juice drink (I hate their papaya drink - I like the pina colada and the mango). Fries are extra - and this is all they serve - hotdogs, fries and juices. Several imitations have opened up - Papaya Dog - they offer the same deal, have a few extra things on their menu, but they aren't as good (but they all have a few tables - at Gray's you eat standing up at counters)

Most Famous? - Gotta go with NATHAN's Famous Hot Dogs.
You have to have them at Coney Island to really appreciate them in the proper setting.
I've personally never had Papayas but my friends who have, say they are excellent.
