A good tattoo artist needs good design reference. And not all good tattoo artists are good artists in general. Many know tattooing as a skilled craftsperson, and that’s what matters most. I would agree, any tattoos people get on their bodies should be unique . . . not the same thing someone else gets. So if you find a design you like whether it’s on a wall at a shop or online, have the design customized a bit before getting it tattooed. You can even choose several designs and have them combined into something really unique!
Good tattoo design reference allows you to communicate the ideas you have in your head for what you want to the tattooist. Say you want a dragon. Well, do you want a medieval style dragon or Asian style dragon? Do you want something more cartoon like or more realistic? What position do you want the dragon in . . . head on, profile, flying, perched? If you find design reference that has elements of what you want, this is a HUGE help to the tattoo artist and you’ll end up with something much closer to what you want that trying to start from scratch. So find one or more designs that contain pieces and parts of what you like, and provide that to your tattooist for customization.
There are many places to find tattoo designs online. You can even do a Google image search. The benefit of sites like TattooFinder.com is they make it quick and easy to browse for what you want or even to get ideas if you aren’t sure of what you want. I don’t know if TattooFinder.com is the BEST (that a matter of opinion), but they say they have the most number of designs (and they do based on what I’ve seen) and I’ve found the site useful and easy to use. The other thing is that it’s free to browse. If you find something you like and make a purchase, you get the full size print and the stencils the tattooist needs to do the tattoo. You bring this type of reference and stencils to your tattooists and you will find that they really appreciate this! And getting on the good side of someone permanently marking your skin is probably a good thing!

i've never been to tattoo finder.com but if i had to guess i would say it is not the best place for me to find tattoos because i don't get flash. i get custom tattoos that my tattoo artist draws up for me. that way i am assured that my tattoo will be mine and only mine. i like the idea of getting something that not everybody will get. even in a general theme or style. i like different things. i know plenty of people have tattoos that are along the same lines as some of mine but they aren't the exact same thing. i would hate to get a tattoo that i found on a wall or on a website only to find out that other people have the same thing (this happened to my mom!)
(hey guy down there!!! i'm a girl!! that's cool... i probably look like i have monster shoulders in my picture.)

Well the guy who wrote above me is right on. Im a tattoo artist and I would recomend getting something custom. Yeah its good to browse around and bring us your ideas but you should let the artist play around with the design. mostly all shops will charge you to draw something for u but it's worth it. and trust me dont settle for the first design u see unless its mine.

The best way to find a "top design" is to design it yourself and then get that done. That way, you know that your design is unique to you and has meaning to you. Pretty much what "SOMEBODY" (person that's 2 above from me) said... :)
I hunted around for designs to express what I wanted to but my best bet turned out to be my own design....
