i forgot to mention that yes we are friends just in case people might think i know her but she doesnt know me.

Are yall friends? You could know her but not KNOW her. If you dont know her get to know her first. Then consider it.
If you are friends and yall know alot about each other....
then maybe ask if she would like to go out for a drink or see a movie....( hang out alone together) then start diving in say something like...what do you think about realationships...or ask her what she thinks about yall together...But from the begining of the day make sure you are very kind...gentle...and show compassion...be sweet....normally girls get the hint...

Be upfront and honest-just tell her how you feel. There really isn't another "best way."
