but to have a job you need a car to get there, how does this system work? which step comes first?

It's the paradox of living in a world where bureacrats make and enforce the rules. Get a ride from someone or find a job within walking distance (easier said than done, I know).

Well the obvious comments are:

All cars on public streets require operators with licenses and insurance

but.... NOT all jobs require cars to get to work.

Solution is easy... you need to find alternate transportation to your job until you have the insurance in place. Not everyone on the planet has to drive to work.

Public Transportation, ride sharing, walking, bicycles, etc....

(plus you save a ton of money on gas and expenses)

You better beg or borrow to get that insurance first. Look for an insurance company with even payment plans each month or one which will accept credit cards (if you have one).
