It means not to trade insult for insult as this was a serious thing to the Jews of Christs time, an insult was like blow to the cheek of a Jew,it does not mean that you cannot defend yourself against assault,or defend your family against violence.

It teaches you to be the bigger person and not descend to the attacker's level. Non-violence is one of the hardest tenets to follow.
Look how much Gandhi and MLK accomplished using this technique. It definitely doesn't make you a wimp.

If I remember correctly, it was a charge that those believing this were not to become overly angry or seek retribution when someone has done them wrong. However, I never really did see many people practicing this even when they claimed to believe it.

It means do not let someone else shortcomings turn your focus away from God. If they want to hit you again, that's their issue, not yours. You are obeying God by turning the other cheak. If he steals your shirt, give him your coat too.
I had a 'friend' break into my car and steal my speakers/cds etc, and I went to him and said. Do you need money. He said no, but if he did, i would've given him some.

To be a doormat and let people walk all over you. In my religion, if someone attacks you, you do not turn the other cheek, you annihilate them! You give them blow for blow.

that we are not to seek revenge
Rom.12:17,19
17 Do not repay anyone evil for evil. Be careful to do what is right in the eyes of everybody.
19 Do not take revenge, my friends, but leave room for God's wrath, for it is written: "It is mine to avenge; I will repay," says the Lord.

It teaches you to be an enabler to abusive people. It teaches you to be a victim.
