A Catholic youth minister has to be Catholic (usually), have some sort of education in Catholicism (formal or informal), have a lot of energy, and nowadays, pass a background check. Youth ministers often encounter a lot of "hard" questions about religion from teens, so if they don't have a formal education, they need to have the resources available to deal with the questions and find answers.
If you are looking for degrees, a BA in theology from a Catholic school is a good start. There are certification programs in many dioceses for youth ministers or catechists; some even sponsor masters degree programs at local universities.
And as silly as this sounds, a youth minister also has to be good with teens and willing to spend time with them. (You would be surprised how many youth ministers don't seem to like teens.) It's a fine line between being a mentor and a friend.
