I cant say for sure since I dont work for the candy company. But my best guess is that they found a cheaper way to package Kit Kats and now they are trying to make you think its actually all for the benefit of the consumer. In reality it probably doesnt make one bit of difference to the flavor of the candy, but it does make a difference to the bio-degradability of the wrapper - and not in a good way.

Kit Kats were one of the few chocolate bars you could not get in prison. The foil would be used for smoking drugs. Still they have four fingers which pleases Joan Collins!.

Hmmm .. why am I picking up bad vibes here? Why are people criticising grammar and syntax? Is poor old Max gettin' bullied for his Kit Kats?

KitKat bars come in paper wrapper here in Belarus. They seem fresh to me.

It;s just marketing-- you'd rather buy a candy bar that promotes it's freshness than not; at least that's what the advertisers think.

ok i'm sorry but i have to correct you---this is one of my biggest pet peaves--- In your question, you said "say's". Now let me ask you a question: Why did you put that apostrophe? Think about it for a minute.
Can "say" be possessive? No, not unless it were by chance someone's name (not what u were going for). The only time you put an apostrophe is if you are showing ownership. You should have put "says," and I think your first grade teacher would be very disappointed in you.
Now in reference to your question-- i have no idea why. sorry.
