Plan a special outing for the two of you. Make dinner, plan a picnic, take her to a romantic restaurant...
For my birthday my boyfriend surprised me by showing up at my apartment with take-out from my favorite Thai restaurant, my favorite candy, supplies to make mojitos (my favorite), hand-picked flowers, and two of my favorite movies (that, coincidentally he can't stand). It was special because he showed me how much he loves me by demonstrating how well he knows me. I couldn't have planned the night better myself!
The point is, you know your fiance better than anyone here does. If she were planning her own birthday, what would she do? Good luck!

From my own personal experiences....find out what she likes and work with that. As a woman, I like to keep it simple but meaningful at the same time. I had one boyfriend that surprised me with a ferry ride to Pier 39 in S.F.-we enjoyed the day, sightseeing, eating and taking pictures of our day. When it was time to go home, we took the ferry back, when to his apt., ordered from MY favorite restaurant, went to Hollywood Video, picked up a couple recent movies, picked up our food and settled back for the rest of the evening. If it's still early after the first movie, you can take her out to get dessert at Marie Callender's or Baskin Robbings or Stone Cold Creamery, etc.........then the rest of the night, you can get a little creative with candles, bubble baths, etc.......I think you can take it from here. Basically, do something that you think she'll enjoy, even if it's not something that you normally would go for. Remember it's her day, not yours. The most important thing to remember above all, is to create memories. Because, GOD forbid, that you two part ways, you and her will always have the memory of what you did that day. It's usually how friendships remain. And this doesn't apply to just her birthday, if she is as thoughtful as you are, it applies to your day as well. Good Luck.

Send her flowers at work, something more than just roses. Have the house clean when she gets home. Either cook dinner (order in) and stay home to watch a movie or go out and hit the movies, whichever she prefers. Give her a card that says how much you love her and a nice gift (maybe a spa day package, plus something more personal).

If you want it simple just get her some flowers and if she has a favorite flower get her that one. If you know how to cook , then cook her a nice dinner and have a quite night at home watching a movie.

Make a list of all her favorites (flowers, food, movies, candy, perfume) and buy her some of them, cook her favorite meal, get her favorite flowers, her favorite dessert and her favorite all time movie to watch snuggle and more than anything SHOW her how much she means to you. Actions speak louder than words!!
