I don't care about the color. That just indicates that someone has not put antifreeze in there(green)
For heat.. You are looking for the control that supplies coolant to your heater core....and that would be on the heater hoses(about 1 " diameter) On a rabbit it is a black plastic gizmo with a single wire cable connected to it(all located in front of the drivers side over the transmission) Maybe that is not opening fully. If it is opening all the way, then I would look at the thermostat on the engine. On a rabbit it is down underneath the car. You have to drain the rad and the engine so that you can get to it. I am thinking either it is a cold thermostat or is not fully opening. when hot. Remove it , chuck it , new one. Then put in some coolant antifreeze(not just water). Antifreeze also doubles as Antiboil and it lubricates the water pump.
If you don't know what you are doing, find somebody who does or can show you what is what.

Hi there,
regardless of what colour your coolant is, you should still have a decent heat in car, the brown water is deffinately rust which is caused by internal corrosion of the water jacket/system and really should be drained and then flushed, might sound a strange suggestion but go to your local morrisons and get some soda crystals or washing soda, not soap powder, the soda crystals come in a white/blue bag, add some to the water system with teaspoon of builders sand and add water, start and run engine till its warm and then wait till it cools enough to drain and then flush system using a a hose pipe making sure you remove matrix pipes and even back flush system too, some people will probably laugh when they read this, so what!! builders sand is so fine it will not do any damage to the water system and acts as an irrigation within the water system and helps remove rust from inside and the soda crystals help clean the crap away too, the soap flakes do not foam up and means that no air locks happen.
The brown water could also be oil in water and this could mean head gasket failure and even more problems but either way the above method has worked for me everytime over a 25yr span and I still advise tech's within the workshop to do it and they are surprised when it works.
Cheers
ps if it is rust in the water it could be causing the thermostat to stick causing poor heat.

The water has gone brown because the wrong antifreeze has been mixed you should only use vw G12 you ll need to flush the system out .
This should be no problem because your heater is not working because the impeller has come off the back of the water pump
so replace water pump and antifreeze with recommended parts

Yes, If your water in the radiator is brown then it does not have the proper amount of antifreeze to water mixture to it.Sounds to me like it has just water in it and it is getting rusty which is not good for the car.Rusty water can clog up the cooling system and make the heater core not work properly. Also you need to have coolant in the system not just water for proper heater operation.Water heats up and dissipates too quickly without the antifreeze. Also antifreeze has lubricants in it to help keep things working better and not seizing up.(water pump, heater core, etc)
Take it to a mechanic and have the system flushed and refilled to the proper mixture.
Good luck!

Brown water may mean dirt in your water or rust. I would flush it and add antifreeze. If it still don't get warm try a new thermostat.
