To do it on PC, you will need some sort of video editing software. Most camera's come with their own specific software, but you should be able to use any generic program. Google 'video editing' and see the results. There are hundreds of different programs out there, if you want something under $50, prob. go with the pinnacle studio range (version 8 or 9) or if you want something free, go with Window's Movie Maker.
Obviously, the cheaper programs have less features, but start with something simple, get used to editing, and then work your way up. If you want to go straight for the big guns, go with either Adobe Premiere for PC, or Adobe Final Cut for Mac.
You will need to connect the camera to the computer obviously. Some connect via USB or USB2, but some also use firewire cables, which will cost you around $20.00. Not all camera's come with the cables they need so don't be decieved.
And if you just want to watch it through your TV, just use the red/white/yellow cable.

Your camcorder brand should bring in the package a transfer program together with the USB wire , if it doesn't try to find one from the manufacturer , that will be your most reliable and sure way to use it with your PC.

to playback, use the VCR-type functions on your camera. this allows you to view all you've filmed. as for editing, it depends on your type of editing hardware you intend to use.
