I mean my skin in the face! I live in Chicago & the wind is killing me. What lotions/cremes/ moisturizers do you suggest, that are pretty inexpensive?

The best thing to do would be to spend a little money and get a really good product as a base. Dermalogica sells a toner that is made especially for this reason. Then you can use cocoa butter over that for added protection if you like. The Dermalogica product I mentioned was made for people who ski and want to prevent windburn.
Go online to Dermalogica.com and check it out. Then I suggest finding the product on ebay and paying A LOT less for it!

Yes put Blistex on your face anywhere where there is a chaffing or wind burn. Blistex is great for that trust me, I put it on my nose when It gets burnt.
Make sure you get the medicated kind that normally comes in a small little Jar, the bottle is usually like a Dark blue.
That works the best for me.

Remember when putting on Creams and Lotions to make sure they are fragrance free, That can cause your skin to burn and worsen if it is badly chaffed and Raw.

Aquaphor Healing Ointment in the evening

Aloe vera gel is soothing. You can use it like a mask.

Jojoba oil is a good non-comedogenic moisturizer. Just use a tiny bit. My favorite brand is Desert Essence & I get it at Trader Joe's for a good price. (www.desertessence.com)

Hydracortizone cream is good if you are experiencing flaking and irritation.

Moisturize with a good cream before you go out or pull a scarf over your lower face.

There is a great miracle cream I call it, Soy Pete Ultimate Cream that is great as lotion. It has no alcohol or harsh chemicals so it mosturizes the best! My skin is silky smooth and not many lotions are safe for your face but this one is. It's inexpensive too!

Oh, Vaseline lotion, its the waterproof type. Its a deep moisturizer and will actually help prevent any further damage so that's best if worn in the day. If you want to do a night treatment try aloe vera gel to clam the burn.

Cocoa Butter!!! ASAP!! Palmers brand is best. Off brands often lack the amount of Cocoa Butter you will need ((listing water and and mineral oil as their first ingredients)) But YES PALMER'S COCOA BUTTER FORMULA!! IT SOOTHES AND PREVENTS FUTURE SKIN CRACKING AND DRYNESS. Also, it evens the skin tone just in case any blemishes and discoloration was cause. Good enough to use everyday and all year around!!

Vaseline or good ole' cold cream oughta do the trick. Wow, they're not kidding when they call it the "windy city" eh? I'd love to see Chicago some day.

I have heard from older women that the Vick's that you use on your chest for congestion will help chapped skin heal. Make sure it is the orginal formula so I have been told.

Kissing it and making it better may work.
