It does cost money, unless you call from a pay phone. The charge depends on your phone carrier but can range from 25 cents to $1.25 or so. There's another number that gives you free directory assistance in exchange for listening to a 20 second ad.
It's at 1-800-FREE-411 (1-800-373-3411)
I use it all the time on my cell phone to get numbers since Cingular would charge about $1 for the same thing. Plus if you hang up and forget the number by accident, you can call back and it remembers the last number you looked up.

If you're at home you know you can look up people's numbers online for free, too. Just go to http://www.whitepages.com
