Do you shave those areas? It could be shaving bumps, but if its spreading like a rash, and it doesnt itch, you should still go to the doctor. There are many diseases that do not itch but present themselves as bumps on the skin.

HOW MANY DAYS HAVE YOU HAD THIS. GO TO THE DR. AND HAVE IT CHECKED OUT. I DON'T THINK IT'S ANYTHING SEXUAL.
