we kind of rushed. we didnt have a friendship before trying to date.
well, she turned me down bcoz there was no connection. i even wrote her a letter how awkward it is to be just friends..she just laughed and said it was funny, but she said in reply in the letter "be well'..what made it herder getting over her was she hugged me twice after we havent seen each other for a while. and i saw her getting along with this guy who likes her. school starts again. for you, would cutting ties be better than try to be friends with this girl? what worked best?

Sounds like she's trying to move along with her life, mostly by cutting you out of it. Whether it be because you pretty much gave her the ultimatum or because it's just the easiest way for her.
Cut your ties, move on and take it as a lesson learned.
