Testicles probably have something to do with it, but I'm just throwing punches in the dark here.

In the words of Ron Burgandy, "It's science."
Actually, assuming you mean, "Why do men produce semen faster than women produce eggs?" the simple answer would be that women are born with all of the immature eggs they will ever have in their lifetime. Typically around 300,000ish, and once a woman is old enough, these immature eggs begin developing into baby-making eggs. If the egg isn't used... it is ejected and a new one sent in, this is typically a monthly experience for women. Men on the other hand... produce millions of sperm daily. So actually... it is just science.

Women don't produce semen.
Semen are produced in the testicles and under most circumstances, they are produced constantly. In prehistoric times, with the high rate of early deaths, it was necessary to mate frequently and with as many women as was possible in order to ensure that one's genetic heritage would be passed on. Pair bonding came later.
