Directly with Paint, not really, you can do rough outlines using the shapes on the right, but not actual borders. Its better to get the pic, take it into Word, and then edit the image, create Borders and whatever.
Alternatively using photoed ( a GREAT image editor from Windows 95)... or hunt on ZD Net for free image editors

If you want plain borders (like matting) the best way is to make a background of the right color and paste a copy of the picture in the middle.
