There is no free way to get them in Oregon, I was living in Kentucky and my home was broke into and they got it all, I was wanting to get passport and had to get birth cert. I was born in Oregon, and I had to send money order *sorry cant remember how much* 15.00 or 20.00 I think, it took me about 5 weeks to get it. I even tried for a realitive to get it for me, but no luck, so I printed out the form from off the net, from the State of Oregon. I wish you all the very best...

I live in Oregon & I think it depends on the county. I know the county I live in charges $17 per certified copy. Honestly, I think they charge no matter where you live.

You can not get them for free, but all you have to do is fill out this form http://www.oregon.gov/DHS/ph/chs/order/docs/birthor.pdf , print it out, and mail it, along with a photocopy of your ID and a check for $20.00 made payable to DHS/Vital Records, to the address on the form.

I think you have to pay, but it's usually a very small fee. (Where I live it's about $4 to $10, depending on what part of the state you live in.)
Contact the records office in your city. (Probably through the Dept of Health?)

I doubt it. If you need a copy, you need to send them a form with certain info they require as well as a payment.
