I can only afford about $25.00 per person. I was thinking flowers, but to get something really nice I'd have to spend a lot more than that. Any other suggestions?

You could get them each a gift certificate for a manicure or a pedicure.

You can make $25.00 go a long way.
Do they like flowers? Not everyone enjoys flowers and sometimes people are allergic. So just keep that in mind.
You can also consider AMEX gift cards (which are like gift certificates to use anywhere) or a Gift Card from a place such as Bath and Body Works or another fragrance or candle shop.
Hallmark stores have plenty of items in that price range.
An assorted gift basked of fragrance items (can be found at Target and/or Walmart) and with Valentine's Day around the corner you can truly find some cute gift baskets.
Plus there's Godiva Chocolates and Swiss Colony companies(http://www.swisscolony.com) to name a few edible gift ideas.

Gift card from somewhere. If they like to read, then a bookstore. I'd do that before I got them flowers. That way they can get something they really like.

I would give them those visa gift cards they can use anywhere with a lovely card thanking them for the special things they do (the card will be a keepsake if written with
sincerity).
