If the only thing you have between you is oral sex, then he's using you. (That's an expression we used back in the olden days, before casual sex was called being Friends with Benefits.)
Does he take you out on dates? Does he call you just to have long chats? Does he buy you little gifty things? If not...he's not your boyfriend, Sweetie, he's just out for a good time.
Please don't put yourself in this position. RESPECT yourself enough not to. You aren't obligated to do this for anyone, and it won't make him return your affection by doing so. Take a deep breath, explain how you feel about him, and take it from there. If he doesn't reciprocate then you are better off sharing yourself with someone who cares about you in return.

Is he a virgin? If he is, maybe he just isn't really to take the plunge into the bed yet. Maybe he feels you two haven't been dating long enough or he wants to wait til he is married. some people would say maybe he is gay, but it sounds like you really love him and most gay guys would be appalled with the thought of a girl giving them head, no offense. Talk to him. COmmunication is always key.
