The last sunday in october (24 + 1 hour for "falling back" an hour during daylight savings).
In most of the United States and Canada daylight saving time begins at 2 am on the first Sunday of April and ends at 2 am on the last Sunday of October. Beginning in 2007, daylight saving time in the United States will begin on the second Sunday in March and end on the first Sunday in November.
