Like Melli said go through the Chihuahua club. You will be assured a quality, health, sound puppy. But don't use the continental kennel club. It is a fake registry.

The American Kennel Club is the best place to go for recommendations. They provide this link for preferred Chihuahua breeders:

Maybe you could rescue one instead of buying from a breeder. Homelss dogs get put to sleep if no one takes them in. Do something good and rescue!
