That's crushed red pepper flakes, like the kind that you see in the sprinkle jars at pizza places.

I had been cooking Indian curries for a couple of years when I realized that they are NOT the same. Crushed red chilies are what you put on Pizza. You can crush dried red peppers, particularly cayenne. If you use ground cayenne powder use less.
Chili powder is a blend - to impress your friends make your own:
INGREDIENTS:
•1 teaspoon paprika
•2 teaspoons ground cumin
•1 teaspoon cayenne pepper
•1 teaspoon oregano
•2 teaspoons garlic powder

No it is not ..... Though it is a substitute for the real thing. If you can't find the real thing in your local supermarket, then pickup the fresh whole red chili and place them into your coffee grinder. Don't have a coffee grinder then place the fresh whole red chili into a zip lock bag and freeze it until solid. Then whilst still in the bag, repeatedly beat it with a blunt object (hammer, rolling pin .... spouse, neighbor etc.). However everything you need should be in the grocery.

No, if you use chili powder you will not get the same effect as chilies. You can buy them in the grocery store they come in the same kind of jar as the chili powder.

No. that would mean fresh chili peppers, crushed. Using the dried powder would concentrate the flavor and heat.

No, you are being told to use red pepper flakes. You can find them in a jar at your supermarket, in the aisle with the other herbs and spices.
