Sadly, many guys are jerks who like to stare at attractive women, without any consideration to how the woman might feel about it. It's something all my female friends have to deal with, and I hate that jerkish guys bug them all the time.
In a more specific answer to your question: it's not really the uniform, but the stereotype that goes along with the "Catholic School Girl". The stereotype goes that CSG's, driven by an overly-strict school, become sluts in an act of rebellion.
Therefore, the dumber of the male species assume that any girl in a uniform will put out. I know, its really disgusting and wrong that they think that way, but its been going on since the dawn of time.
