If you are VERY active, then don't worry about the number on the scale.
Really.
Muscle weighs more than fat. If you are concerned that you are fat, then see your doctor. He/She can do a body composition test that will accurately tell you what percentage of fat you have. Don't trust those "body fat monitor" scales. They are notorious for being inaccurate. Doctor will either dunk you underwater (fat floats) or hook you up to electrodes (body makeup is determined by your body's conductivity) to make the determination.
In the meantime, concentrate on healthy eating habits. You know what you should be eating (food pyramid - 5-8 servings of fruits and vegetables, etc.), so keep a food journal and see how you are doing. Stay active and add weightlifting if you don't already do it.
And, keep in mind that you are 13, and your body is changing.

If you're 5'4" and very active, chances are you're in extremely good shape. I am also 5'4" and very active. I won't give you my weight (because I'm a girl and us girls just don't like sharing that stuff right? haha) but I'm pretty good shape(in my opinion).
If you're worried about gaining weight(but you probably have highhhh metabolism so it's nothing to worry about!) just stay quite active and you should be okay. Don't go on a diet, whatever you do. If you're already active and in good shape, a diet would only hurt your body not help it.
Thought I'd put my 2 cents in, since I'm about your age (I'm 15) and your height. You're probably perfect :-)
EDIT:::
I found a few websites that could help you decide whether your weight is healthy or not :-)
http://www.healthatoz.com/healthatoz/Atoz/tl/cl/healthyweight/healthyweight.jsp?h=0&frm=0
This will tell you your ideal weight for your height(but it doesn't ask for your age so it might be a bit off) :

You're only telling us your age and height -- that's not enough information to know whether or not you are of a normal/healthy weight and size. One way to find out of you are overweight is to calculate your Body Mass Index (BMI). You can use this web site for that: http://www.nhlbisupport.com/bmi/.
But keep in mind that BMI numbers are just a guideline as they don't take muscle mass or body shape/type into consideration. Mostly, you should just try not to worry about your weight and instead focus on eating healthfully and being active. Cut out junk food and eat more fruits and veggies, lean meats, and whole grains. Try to exercise (brisk walking is great!) at least 30 minutes, three times a week (more is better, though), and don't forget to do strength training as well.
Don't worry about whether or not you are "fat" -- worry about whether or not you are HEALTHY instead.

You're overweight, that's for sure. You're not mad, crazy point and stare fat. But you could definitely stand to start eating better and maybe adding some exercise.
It will be a lot easier now than if you try to start later in life. Ask your parents for help.

no hon, you're tall - that does not make you fat! it might be unpleasant now to be taller than your friends, but i promise you'll be grateful for it when you're a little older! keep active, that's great and will keep you at a healthy weight. tall is elegant, graceful and statuesque - lucky you!

I don't think just your age and height could tell anyone if you're fat... I mean if you're 65" (5'5) and weigh like 125, you're probably not. If you're 5'5 and 175, yeah, you probably are.
