I have a gym membership and I do cardio 3-5 times a week and strength training 2-3 times a week so please dont tell me to exercise because I am. I just wanted to know if Kelp is natural fat burner.

Kelp can be found in your local health food store.

Is it a natural fat burner? Not really... simply eating it (or anything else) will not burn fat. You are a natural fat burner if you go out and do 30 minutes of cardio, 3 times a week.

For the record, NO food burns fat. There is no food that will go into your fat cells and burn them. The only thing that burns fat is YOU.
