It means copy. It is ussually said when one person says something to another. The one listening will say 10-4, meaning they heard it. This is "10" code.

It is probably the same meaning as the military use when they say "I hear you five by five"....which means "loud (5) and clear (5)"

it means you aknowledge what has been said. like ok, good copy, short for I got it,etc.
