According to the International Window Film Association http://www.iwfa.com/industry.htm , New York is required to have a combined film (window tint) and glass of 70% VLT.

Type - Net (VLT% refers to the combined film & glass)
front side (car) - 70% VLT (visible light transmission)
back side (car) - 70% VLT (visible light transmission)
rear (car) - ANY
----------------------------------------------
% of reflectivity
front side - NR (not regulated)
back side - NR (not regulated)
-----------------------------------------------
restricted colors - N/S (not specified)
sticker location - ALL: The sticker should be put between the film & glass on each tinted window.

In New York you can tint your back glass and rear side windows as dark as you want. The front side windows must not be so dark so that a law enforcement official cannot see the occupants. An easy test: Open your drivers door, standing outside the vehicle, and place your hand on the inside of the glass. If your hand is not visable, your tint is illegal.

Your best bet would be to contact local shops that install tinting. They would know the local regulations. It is different from place to place, and state to state.
