you can use a charge pump circuit but it would require using transistors for switching

You'd have to put the voltages in series. If your sources are non floating, about the only way you could do it is reverse polarity on one and the differential between the two will be the sum of the two.

That is a pretty vague question, but two batteries in series pretty much is such a circuit.
