* more need based - meaning that it will be based on need, as opposed to being based on other factors (such as money)
* targeted - meaning that they will target in on what needs to be done
* rapid in implementation - they will put them in place quickly
* promoting sustainability - they will create them in such a way that they will last for a long time, or at least have the potential to last for a long time
* complement the efforts of the state.... - will work with the state and the other people involved
