Under normal conditions with day to day activities, you can not live without some carbs in your diet. All fruits, grains, and vegetables have carbs more or less. YOu may need to re-word your question to ask what you really are trying to ask. You could fast without any food for 40 days (assuming you are normal and healthy and young with normal weight to start with) and in that sense live without carbs that long, but it would make you extremely weak and close to death.
Do you mean no empty carbs or do you mean no complex carbs? The complex carbs are very necessary and very good for you. If you want to loose weight then lower your total calorie intake and eat a balenced diet and excercise hard for an hour 6 days a week. If you want to try the South Beach diet where you reduce carbs, eliminate almost all simple carbs, ie simple sugars and sugar, lower your complext carbs to 1000 calories a day and take 400 calories in vegetable proteins like soy products plus 200 calories of good natural fats like nuts and olive oil.

For a while, yes, but not for long.
Why would you want to do that? If it's to lose weight, then you can do that for a week or two, but you'll soon run out of energy and start becoming fatigued really easily.
I would guess that you might want to do that to lose weight really quickly, probably too quickly. I would never recommend that, because it can make you sick. Losing weight slowly is much better for your body. You get the same effect and feel much better, too.
Every successful population that has been basically vegetarian has had a high-carbohydrate diet. We need carbs for the energy they give us. We just need the right carbs, the complex ones. That means no Twinkies or Oreos, no spoonfuls of sugar, no canned soda (that's just liquid candy) unless it's diet soda, but whole grain breads and pastas and such.
Go ahead and eat lentils and beans and vegetables for a couple of weeks, but please, soon start eating carbs again. You'll still lose weight if you exercise as well, and you'll feel so much better.

Vegetables have carbs, though a smaller amount. If you mean carbs like bread, pasta, grains, sugars, fruits- yes, you can be healthy as long as you include protein and eat a balanced diet.

no because when you cut out carbs you cut out a lot of veggies too. I think you want to cut out starch, breads, pasta, rice. That I think you can do without. But carbs no, Peppers are carbs, green peppers, red peppers these are vegetables that are not only needed but very big in vegetarian dishes.

yes
but there would be no point to having no carbs
carbs are not what makes you fat
and when you get off the low-carb diet you're most likely to gain all the weight back
yoou should have good carbs like whole grains n such
