Look straight ahead. Open your mouth. Tilt your head straight back as far as it can go, until the back of your head is almost touching your back. Close your mouth V-E-R-Y slowly. Feel that pull? Tilt your head back forward and repeat.

Drop your fat content level. Do a lot of fat burning exercises like running in the morning. Don't eat a lot of sugar. If your fat content is low already and you still have "chin fat" and "breasts", then that may just be excess skin. You will need to have plastic surgery then.
