you need a visa no matter what you want to do, when entering the US. if you're coming for vacation, you need a tourist visa. if you want to work, you need to have some special skill that a US citizen cannot provide, and that may get you a workers visa. if you want to go to school, you need a student visa. each visa has a specific use, you cannot overlap them, or it will invalidate your visa and you'll be removed from the US and barred for a minimum of 10 years.
