The best way is to walk up to her and say
'Are you free on Friday evening because if you are i thought you might like to go and see.......' (and name a film on locally.). if she says yes then say ' I will pick you up at 7 o'clock/meet you at 70'clock then. if she says no then just say 'no problem - see you around sometime'.

if its someone you know then jus b str8 forward and ask. if it is someone you want to get to know then invite them out to coffe, lunch or if you have mutual friends try to set up a friends night out.
