Make sure you tell her how proud you are of her.
My son has always made almost perfect grades. Before I remarried money was very tight. I always told him about how good he did. I also made him a cake, cookies or some sort of treat. I took a piece of construction paper and made him a card with stickers and wrote him a note of how proud I was of him.
I'm assuming your child is in grade school? Can you afford a few dollars to take her to the dollar store or some other discount store? Or maybe a fast food restraunt if she doesn't usually get that kind of stuff it may be nice to do that.
You could also buy some balloons hang them from the ceiling and either rent some movies or find one on tv that she would like. Pop up some popcorn and have a little party. Maybe she could invite a few friends over.

Congrats!!! to your niece......This is just my opinion of course....but there really shouldn't be a monetary reward for getting good grades. Kids should get good grades. Having said that though.....I'm sure there is something that can be done to show her how proud of her you are.
First....just tell her...and give her a big hug. And then maybe let her decide what to have for dinner.....a celebatory dinner.....if you have the means....maybe even do balloons and things like that....just make it a big celebration.....and then since its coming up on the weekend...maybe you could let her have a friend over to stay the night, rent a movie and order in pizza.....that could be cheap enough....yet something extra to let her know how proud you are....

tell her your having a way to go ***** day and then do like a home made spa day! my daughter loves this and she is in 4th grade! first make her a nice warm bath tell her to get in a relax and you will be back for her in 20 minutes when she gets out have a nice warm towel from the dryer ready and then have her use smelly nice lotions you might have then have her put on a robe or nice PJ's then blow dry and curl her hair polish her toes and finger nails make her favorite dinner and use nice plates and drink out of nice glasses have a nice dessert like a cake you made or ice cream then watch a movie together or t.v. show she loves! whats most important is that she know your proud and that your together not how much it will cost and one day when shes all grown up she will remember that night with you not the 50 toy she got!

Bake her favorite kind of cake frost it and write congratulations on making the honor roll across it. Then after her favorite dinner, bring out the cake and tell her you are really proud of her and give her a great big hug.

You should be proud of yourself, too. It takes a LOT to raise a child like your niece. I like most of the answers above, but especially autumn's. It takes a great deal of focus and sensibility for a child to do so well, and, when children demonstrate such maturity, they should be "promoted" so to say, to greater freedoms and self-management. I told my own children when they were in elementary school that I wouldn't dream of telling them what time to go to bed because any kid who managed their academics as well as they did certainly didn't need me telling them something as juvenile as when to go to bed!

let her do things you wouldn't normally - stay up a little later, skip a chore or two, maybe have a day off of school..those kind of things.
