No one can really answer this question but yourself. However, I will try to offer some advice with what you gave me to work with.
You first need to figure out why you don't think you're a good enough person and go from there. I can't tell how you to be a better person because I don't know you, and what I find faulty about you someone else might adore.
You said you want to be more confident? That's going to take a lot of effort. It's not easy to go from un-confident to totally confident. Take it slow. Start talking to people at work (or school) more. Maybe not full conversations, but say "hi" to random people. Hearing them say "hi" back might start to boost your confidence. As you get more and more confident, talk to more and more people. Have conversations with them, show them what kind of person you are. I'm guessing you're a good person, so then they'll probably take a liking to you which will boost your confidence even more. This will also take care of you being more social.
How to take out more time for yourself? That's not so easily answered because I don't know your schedule. What I do is every Saturday morning I plan NOTHING at all. I work Saturday afternoon, but from 8am - 12pm on Saturday is free for me. I use this time to wash my car, go for a walk, sit around the house, read, etc. Being busy with two jobs, school full time, and a love of my life, these are the only hours I can keep for just Jay time. I use them and they do me a lot of good.

I am kind of in the same situation BUT, I am doing some things that suit me very well.
1. Becoming more serious with my boyfriend in a very good way.
2. Quitting smoking.
3. Volunteering at shelters and such.
4. Stop judging other people.
5. Being more 'there' for my friends.
6. Thinking more 'pure' thoughts when it comes to others.
7. Going to church more and being with my family.
You have to pick out things that suit you that you feel you want to change about yourself. ALSO, not just wants you WANT to change but ones you feel like you can change as well. It's not use trying to change something if you know it isn't possible. Like me quitting smoking will be hard. It is high on the list but, I am getting serious about.
It all comes down to you and where you want your life to go and what you have to change within yourself to get there.

Well, it's hard for someone else to help you change, or reinvent yourself. Most of that has to come from within. E-mail me through here and tell me more about you and maybe I can offer some good suggestions. I have a similar new year's resolution myself.

more confident and social, take a public speaking class at college or highschool (whichever applies i dont check profiles). taking time for yourself is easy. find something construstive that you like, painting, music, anything you like and commit 3 hrs a week to it at 1st. if it works for you do it more often. as far as the reinvention part, im sure cosmo has pages and pages on that, im a guy i have no idea what you women do in that department.

make sure you a physically doing something. getting fit physically is not the answer to everything of course, but it will help you mentally and put you in a wonderful state of mind (as long as the endorphins last anyway) to devise strategies and find the inertia to be more social and do things for yourself that you mention you want. hope this helps.
