On the back of the ticket there will be an address for the Central Ticket Office of the issuing force. You could also ring that force and ask for the CTO

The county from which you received the ticket has a court house. The Clerks Office at that court house is where you would go to pay the fine or telephone in order to receive instructions on how to mail the payment. Their telephone number should be listed in your local telephone directory. You should insure your payment is received prior to the court date listed on your ticket in order to avoid further difficulties should you fail to appear!

In England, it'll be your local police force who administer giving you the ticket, but the people who process the payment and endorse your licence will be your local magistrates court. Find them here:
