Most polluted city over all looks to be Chernobyl.
Most polluted country looks to be China with 70% of its cities failing World Health Org air quality standards.
Of the top 25 or so cities about 15 of them in china, 3 in russia, 2 in India, 1 in dominican republic, 1 in peru, 1 in zambia, 1 in kyrgyzstan, 1 in Ukraine

Some of the cities in Vietnam and China , one is Hanoi , next are Delhi,Calcutta , Jakarta and a number of Indian cities.
