Well, to tell you the truth you probably won't be able to get her to quit. She has to decide on her own. I mean the more you try to get her to quit the more she will want to do it. The only thing I can say is maybe try punishing her by grounding her from something she loves. Also, do everything you can to keep cigs. away from her make sure she doesn't have any way to get ahold of them. Maybe sit her down and tell her how much it means to you that she quit, and explain to her all the things smoking can do to your body. If she wants to quit she will but if not she will find a way to do it anyway. More than likely she will tell you that she quit but do it behind your back, if thats the case you might as well let her do it because she will anyway. Sometimes there is nothing you can do. Sorry

Where does she get the minor get the money to buy them?? find out.
Talk to her, show an X Ray of lungs with ephisemy that is caused for smoking during long time, is not about making her afraid is about education and values, also talk about her age, she is not in the right age to decide YET what is good for her but she can have that moment later.

Show her a picture of lungs before and after smoking. I don't think smokers look attractrive, but I used to and I smoke. Wish I didn't N-E-Way
Maybe scare her straight. Smoking leads to coughing, slowing of breath and death.
Scaring tactics could be showing her someone in the hospital with lung cancer that smoked.
Help her to understand now!
If she is hanging out with people who smoke, then its time for new friends. Get her involved in community service or something.
