The human eye opperates at about 60Hz (about 24FPS) while a bird's eyes rate is above 100Hz. Is there any training I can do to up my eyes refresh rate, even just a little? And also what limits us to such a slow refresh rate is it the brain, eye or nerve?

I saw a thing on TV about softball players that put numbers on balls and had them fired from an automatic pitcher machine. They tried to read the number on the ball. At first, they couldn't, but with time, they learned to do it. It helped them "slow" the balls down enough to hit better.

I think that sort of thing is trainable, but other than the above example, I have no idea how to do so.

And, why would you want to? Movies would look jumpy.
