Even though I have a 500KB/sec connection, whenever I download something, the speed starts at 500 kb/sec but immediately starts to decline, sometime reaching a paltry 3 kb/sec. Why is that?

I agree with Roland. These days, the most common reason for a sudden drop in bandwidth is malware infection. You might be a victim of virsus, worm, spyware and/or Trojan Horses. If you have any antivirus and anti spyware programs installed then now would be a good time to scan your computer. If you don't, you should seriously consider installing one. The website www.filehippo.com has a good selection of free security software - look under antivirus and spyware.
