If I pluck a hair, does a new one grow in its place?

Yes it does, but if you keep doing it, eventually it will stop growing.( It will probably take some time, but if you do wax or pluck the hair will come back finner and finer .) when you shave you cut the tops of the hair off at an angle and that is why it feel so rough when it starts to grow back.

When you pluck out a hair the hair folicals are still there. So of course another hair grows back in it's place.

Yes. I am not sure about the head but i tried it on my arms and legs. It comes out and a thicker hair grows and also sometimes with another strand of hair. So literally you get hairier. So i stopped. I want to have that laser thing to remove the hair permanently but i don't think my parents will let me.

Yes, it will grow back, but slower than shaving it because you are getting the "root" of the hair (that little black bulb at the end of your hair shaft). The hair will grow back in like 3-6 weeks.

naturally, yes. but if you pluck too many hairs out, you could develop a disorder in which your hair wont grow back.

Yes, so long as the hair follicle itself is not damaged it will continue to produce hair. This is why when you shave, pluck or wax it always comes back.

yes, the hair will grow back in the same place....but thicker.....i wouldn't recommend it. Unless you get your eyebrows waxed then you are able to pluck you eyebrows...but i wouldn't recommend plucking any other hair on your body.
