I'm not sure about India specifically, but there are many countries where no, it may not necessarily be legal, but the governent doesn't do anything about it. Young girls get raped or sold as sex slaves in many countries like that, and in some places in the world girls are punished for getting raped.

I reported a site on line that I discovered through an anonymous person that revealed that told me about it and it had videos of ten year old girls having sex with Men. Needless to say they got busted and I will do it again If I ever find another one on line.
