I have a relative that was supposed to go "over there" for the first time in December, but that was delayed until March. So, I am thinking that this was already in the works months ago, and, the 20,000 have already been scheduled to go for their tours of duty since November or December. Make sense?

Hate to say it but it will probably be the established troops already in going back. That's all I've seen in the news is about those on their 3rd and 4th tour.

As far as salaries go, the military gets a raise every year in case you didn't notice.
