2 much UV rays, getting sunburned, not using a sun blocker & tanning beds R the worst on UV exposure. Not just fair skin people. I have olive skin & tan easy. I have also had 11 cut off of me. Everyone is a candidate for this. As I said no sun blocker, use a high SPF to reduce Ur chances of over overexposure. Hope this helps U.

UV rays from the sun. Wear a sun block with UV protection. Don't go outside for long periods of time when UV index is high. Where as fair skin people with blue eyes may be more prone to it , my mother has dark eyes and a more olive complexion and still got it. My fair skinned blue eyed but dark haired sister was also diagnosed with basal cell CA in her mid-twenties, heredity may be involved but anyone spending a good deal of time out in the sun are putting themselves at risk if they do not use protection. There are lots of choices of sun block out there, use it.
